Sarah M. Phelps

Very Rev. David M. O'Connell, C.M., president of The Catholic University of America, announced today that he has appointed Sarah M. Phelps, current interim General Counsel, to the position of General Counsel of The Catholic University of America, effective March 1, 2010."In promoting Sarah Phelps to this position," observed Father O'Connell, "the university gains an experienced lawyer and competent practitioner to serve its needs in an increasingly complex environment. She has come to know The Catholic University of America well since her initial appointment as Associate General Counsel here in May 2008 and CUA, in turn, has come to know and appreciate her. I am most grateful for her generous acceptance of this critically important position."

Phelps graduated from Wellesley College in Massachusetts in 1985 with a bachelor's degree in political science. She earned a master's degree from Cambridge University in England in 1988, writing her thesis on "World Bank Aid to India, 1969-1975." Returning home to the United States, Phelps studied law at the Benjamin N. Cardozo School of Law in New York and graduated in 1990.

She has been a staff attorney in Washington's Neighborhood Legal Services Program, in private practice for several years, the Associate General Counsel at The George Washington University and, since 2008, the Associate General Counsel at CUA. In 2007, Phelps was honored by WJLA-TV Channel 7 from among over 200 nominees for extraordinary community service.
