As for the commission's proposal on accountability for bishops, the challenge for Francis is what standards he would adopt to determine when to discipline a bishop, said Kurt Martens, an associate professor of canon law at the Catholic University of America, in Washington."You might have busloads of European bishops you're going to remove if you have very high standards," Professor Martens said.
